in different parts of Canada by proclamation at different times. It was realized that conditions were different in different provinces and different sections; that its provisions might be very much more effective in one part of the dominion than in others, and that it might be desirable to have it in force in one province and not in another. Another matter that has caused difficulty is the administration of the act. It is a difficult act to administer.
