Mr. PERLEY:

Because they had not any feed to feed their horses. Fifty per cent of the farmers in the district I speak of had not enough feed to give their horses two good feeds of hay; the horses were not in a condition to go on the land until they did get feed and fodder, and in that district it was not released until about the 15th of April.

Mr. MoLEAN (Melfort): Not even on the gravelled highways were many cars running on that day, and it was a very fine day.
