Mr. ROGERS:

I said that "economic imperialism" would perhaps be a better term. I hardly know how to answer my hon. friend, because apparently I am either academic or political, and in either case it is bad in his judgment. Offhand I should say that the agreements in the first instance did contain features which extended the idea of an exclusive trade policy operating within the empire. I think that at least in some particulars they have been improved by the revision with respect to the bound items.
