Two candidates were successful. Mr. Prescott H. Dines secured a rating of 92-4 and Mr. Russell B. Matthews a rating of 81-4.
4. Permanent appointment not yet made. Dines, the highest rated candidate, volunteered for active service but was rejected, as he was under military age. He has served for twenty years as assistant lightkeeper and is, therefore, qualified by training and experience to succeed to the vacancy in 'accordance with the recognized principle of promotion. In such cases absolute adherence to the returned soldier preference may not accord with the best interests of public service. The matter is still under consideration.
