Mr. MacNEIL:

Before the amendment
carries I offer this suggestion to the minister, that in such sections of bills that are now coming before the house provision be made to maintain the preference formerly extended to ex-service men under the Civil Service Act. I notice that in the wording of a similar section of the National Harbours Board bill and other bills before the house no attempt has been made to carry out the preference, although when certain post offices were removed from the jurisdiction of the Civil Service Act it was expressly stipulated in the legislation then enacted that the preference formerly enacted would be maintained in appointments to the staff, and I think that in appointments to a staff of this kind the same preference should be maintained as was formerly granted ex-service men under the Civil Service Act. May I have an opinion from the minister on that question?
