Mr. FACTOR:

I repeat that this suggested change is in contravention of section 38 of the Dominion Elections Act, which provides that once a man's name is on the voters' list he is entitled) to vote, provided

he is not impersonated. Here the suggestion is made again to put him through the test which he was .put through either by the enumerator in connection with the preparation of the basic list or by the revising officer when the revision took place. He has already taken a certificate or oath that he has been in a certain electoral district. On the day of election we would be putting him through the same test, so far as sections 2 and 3 of the bill are concerned. I say such procedure would be in contravention of section 38. If we wish to guard against impersonations, all right, but not in this form.
