Mr. COOTE:

I do not wish to interrupt the minister nor do I raise a point of order, but I am simply trying to protect my right to speak. So far as I am personally concerned I should be very glad to have the minister make any statement in connection with the bill which he desires to make. Certainly I do not wish to interfere with that right.
