Mr. CAHAN:

I have no objection to the point of order standing. When the bill was called I rose in my place to make a preliminary introduction, but another hon. member caught the eye of the Speaker and proceeded. I suggest however that this debate on the details of the bill might better take place when we are discussing the separate sections.
