The bill is in the name of the
Prime Minister, not of the Minister of Public Works.
M,r. POULIOT: It makes no difference.
It is a matter of discretion, personal discretion. It is a very delicate matter. I do not see how the seven ministers who are supposed to be in charge of the bill can forget that at the present time. Who knows that all the works will not be for a certain time in charge of the Minister of Railways or of the Minister of National Defence or the Minister of Marine? And there are other ministers who .may come into the picture, perhaps even the ex-Minister of Trade and Commerce.
