Mr. POULIOT:

I rise to a point of order. The Minister of Railways is in exactly the same position as the Minister of Public Works because it is pretty hard to know which minister will be in charge of the bill. I do not see how the Minister of Railways can move an amendment to his own bill, and all the ministers who may be responsible for some of the work are precluded from moving any amendment to the bill.
