Mr. BENNETT:

I am obliged to the hon. gentleman, but I know of no method through which by statute the difficulty to which he refers could be adequately met unless it might be thought desirable to say that no benefit should be paid to any recipient of benefits outside of Canada. That would not cover it, either, for he might have the cheque sent to his ordinary address and then have the money sent to him after the cheque was cashed.
