Mr. WEIR (Melfort):

I regret that I do not seem to have been able to make myself clear to the hon. member. He has said that in one year there is an increase and in another year a decrease. This vote may go up or down, depending on the demand for these publications. At the end of one year, due to a lack of requests, there may be left a supply of material which will be taken into consideration in making the estimate for the following year.
