Mr. VALLANCE:

I am not concerned about the increase in the vote this year, but the minister says that the amount formerly expended out of the experimental farms vote for publications now is under this item. Last year there was a decrease of $150,000 in the experimental farm vote. This year the increase amounts to $122,000 still leaving a decrease of about $30,000, yet the minister is proposing to give greater service through the experimental farms vote than he gave prior to 1935. How can he do that?
