Mr. BENNETT:

I should like to speak
just one moment on the point of order. I did not realize that an hon. member had moved a subamendment. Therefore I do not think the house, even by consent, can make a change in the main amendment without the consent of the hon. gentleman who has moved the subamendment. He says he does not agree and therefore I submit that the amendment must be declared out of order.
