Mr. BENNETT:

That illustrates, Mr. Chairman, what I was trying to point out yesterday. If my hon. friend will read the load line convention he will see that it is international in character, and that it was signed by Great Britain, Canada, and the other nations of the world. It was ratified by this country, and Great Britain's is exactly the same as ours.
