In accordance with the provisions of Standing Order 57, at this time it is my duty to interrupt the proceedings and put forthwith all questions necessary to dispose of the third reading stage of the Bill now before the House. Accordingly, the question is the following one:

Mr. Crosbie, seconded by Mr. Lewis, moved that Bill C-2, an Act

to implement the Free Trade Agreement between Canada and the

United States of America be now read a third time and do pass.

In amendment thereto, Mr. Axworthy (Winnipeg South Centre), seconded by Mr. Gauthier, moved:

That the motion be amended by deleting all of the words after the

word "that" and by substituting the following therefor:

Bill C-2, an Act to implement the Free Trade Agreement between Canada and the United States of America, be not now read a third time, but that the bill be referred back to the Committee of the Whole for reconsideration of clauses 3 through 150, inclusive.

The question is on the amendment. Is it the pleasure of the House to adopt the amendment?
