Mr. Speaker, I wish to call the attention of the House and all Canadian men and women to a series of events which will commemorate the 450th Anniversary of Jacques Cartier's first voyage to Canada. Mr. Speaker, you are certainly aware that the Right Hon. Prime Minister of Canada (Mr. Trudeau) is now in Saint-Malo, the French port from which Jacques Cartier sailed on his historic voyage. It is on July 26, 1534, on the shores of Gaspe, that American Indians welcomed for the first time this courageous navigator and his men. There, in several towns and villages, ceremonies will take place this summer to commemorate this major event in the history of our great and beautiful country. A most spectacular show will be the getting together of the tall ships which is scheduled to take place in the Bay of Gaspe June 17 to 20. An equally awe-inspiring display will take place on July 24 to commemorate the 450th Anniversary of Jacques Cartier's arrival in Gaspe.
Through its job creation programs, the subsidies provided by the Hon. Secretary of State (Mr. Joyal), as well as those provided by the Hon. Minister for Supply and Services (Mr. Charles Lapointe) who is responsible for these 1984 celebrations, as well as the assistance of several other departments, the Government of Canada is contributing over $1.5 million to the success of these celebrations. Celebrations on such a large scale have never taken place there. We are therefore looking forward to seeing you all in the Gaspe area, the cradle of Canada.

Subtopic: FOUR HUNDRED AND FIFTIETH ANNIVERSARY OF JACQUES CARTIER'S FIRST VOYAGE TO CANADA
Mr. Speaker, a 9 per cent sales tax is imposed on tourist material imported to Canada from the United States. It now appears that this will have serious repercussions on the tourist industry in Canada, especially in the area of our promotion in the U.S.A. Since Revenue Canada has decided to uphold its decision to impose the tax, it now appears that a Bill may be passed in Congress to impose a similar tax on Canadian literature entering the United States.
It would seem appropriate that the Minister of State for Small Businesses and Tourism (Mr. Smith) should make strong representations to his Cabinet colleagues with a view to repealing the tax imposed on literature entering Canada. Otherwise, similar legislation in the United States will not only nullify the effect of our legislation, but cause financial hardship to those who make their living by promoting this country in the United States. If these people decide to pull out, there
could be a great loss of tourist business in Canada. This will push the unemployment figures higher. Tourism is labour intensive. We need an atmosphere that is conducive to creating jobs, jobs, jobs for Canadians.
Subtopic: IMPOSITION OF TAX ON UNITED STATES TOURIST LITERATURE-CONSEQUENCES FOR CANADA
Mr. Speaker, considering the various representations made in the past by the Dieppe prisoners of war who were kept in chains for 18 months and were subjected to every kind of bad treatment, such as undernourishment and unsanitary living conditions, and who were held in captivity for 36 months; considering that a number of them demonstrated on Parliament Hill at noon today, the 40th anniversary of D-Day, when Canadian troops landed in Normandy; for all those reasons, I think that the Government should review the scale of compensation automatically paid to former prisoners of war in Europe, which now ranges from 10 to 20 per cent, and increase to at least 30 per cent or more the compensation paid to former Dieppe prisoners of war who were involved in a very ill-conceived military operation which proved to be the worst fiasco of World War II.

Subtopic: REQUEST THAT PRISONER OF WAR COMPENSATION FOR DIEPPE VETERANS BE REVISED
Mr. Speaker, earlier this year the Department of Fisheries and Oceans held meetings in various locations in British Columbia to hear the views of the public on Alcan's Kemano II Project. It was clear beyond a reasonable doubt that the affected public want a full public inquiry. This has been reported to the Minister of Fisheries and Oceans (Mr. De Bane) by his own officials.
Last week, following discussions with the Minister of Fisheries and Oceans, he agreed with me that a full public inquiry under the Federal Inquiries Act is warranted. His officials have contacted me regarding the drawing up of terms of reference, structure of the inquiry itself, costs of the inquiry, level of intervenor funding, access to intervenor funding, expected duration of the process, and implementation of the inquiry. They have now asked publicly for suggestions for a chairperson.
In light of the fact that the Province of British Columbia has offered an unreasonably inadequate process to evaluate the benefits, impacts, and alternatives for power supply to new aluminum smelters which are widely supported in northern

B.C., it is the responsibility of the Minister today to rise in his place and announce the implementation of a full public inquiry into Alcan's hydroelectric project.
We in this House recognize that there will be some costs for an inquiry, but these are small when compared with the effects of the major diversion of water which will take 88 per cent of the Nechako, lower the Fraser River by three feet at Hell's Gate, join the Fraser and Skeena Rivers, and have major impact on fish stocks. The Minister must act, and I trust the Minister will announce the Kemano inquiry today.
Subtopic: PROPOSED INQUIRY INTO IMPACT OF ALCAN PROJECT IN BRITISH COLUMBIA
Mr. Speaker, last Thursday, the Johns Manville Asbestos mining company announced that more than 225 workers would be laid off beginning next September 1. A few years ago, this mining company was providing work for over 2,700 people.
Next September, only 950 people will be working for the J.M. Asbestos Company. This disastrous situation has two underlying causes: first, the world market for asbestos is weak, and second, the Johns Manville Asbestos, a private company, having to compete with other asbestos companies owned by the Quebec Government, has been operating in spite of substantial deficits.
The town of Asbestos, which is a very important community in my constituency, has lost in excess of 1,500 very well-paid jobs. As this is a one-industry town, the results are simply terrible and tragic.
The Quebec Government having completely ignored this community, I urge the Canadian Government to take action and help the people of Asbestos.
Twice already, our Government has intervened, first by designating the region and later on, by providing assistance under the NEED program and by way of Section 38 of the Unemployment Insurance Act.
Once more, Mr. Speaker, I respectfully but firmly request an immediate intervention by the Government to help the Asbestos area and spare us a second Schefferville.
Subtopic: REQUEST FOR AID FOR RESIDENTS OF ASBESTOS, P.Q.
Mr. Speaker, the residents of the Town of Alliston and the riding of Simcoe South are smiling proudly today in the wake of the announcement that Honda Motors will be building its new assembly plant in Tecumseth Township. As the Member of Parliament for this dynamic riding, let me welcome Honda to Alliston, and let me congratulate it on its far-sightedness in choosing this location for its $100 million venture.
My good friends, Oak Gray, the Mayor of Alliston; Reeve Alan Glasford of Tecumseth Township, and the Hon. George McCague, MPP for Dufferin-Simcoe, are the type of progressive, forward thinking gentlemen who will ensure that both Honda and the surrounding communities will achieve the utmost benefit from this initiative.
When Honda goes looking for the 350 employees to run its plant, it will not have to go far. The labour force in Simcoe South is high calibre, dedicated, and equal to the task of operating one of Canada's newest and most modern industries. The area's network of transportation is second to none.
It is especially gratifying for me to watch Alliston, the birthplace of my mother, continue to grow and prosper. Mr. Speaker, to Honda Motors, let me say this: Kangei no i w>o hyoshemasu.
