Figures released today by Statistics Canada reveal that Charlottetown and Summer-side, Prince Edward Island, suffered the highest cost of living increase in the entire Atlantic region in February, 1982, compared to the same month last year. I therefore move, seconded by the hon. member for Malpeque (Mr. Gass):

That the Department of Finance investigate the factors that have caused P.E.I. to have such an alarmingly high rate of inflation, which in recent years has consistently been among the worst in the country.

Madam Speaker, given that this House passed a motion on June 23, 1978, concerning the sentencing of the Soviet dissident, Ida Nudel, and given that her release from Siberian exile is slated for March 20 of this year, I move, seconded by the hon. member for Eglinton-Lawrence (Mr. de Corneille):

That in light of Ida Nuclei's anticipated release from Siberian exile, on March 20, 1982, the House of Commons urge Soviet authorities to make arrangements so that Ida Nudel can be released directly from exile in Siberia to join her only living relative, her sister in Israel.

Madam Speaker, the Minister of Finance (Mr. MacEachen) intends to table his equalization and Established Programs Financing proposals today. This is both a unilateral and a grossly precipitous action given that the provinces first heard of the latest equalization proposals only at the recent first ministers' meeting. On top of this the Minister of Finance seems to be stubbornly going ahead with the cutbacks in health care and post-secondary education. Therefore I move, seconded by the hon. member for Hamilton Mountain (Mr. Deans):

That this House instruct the Liberal Party to reconsider its abandonment of co-operative federalism, get a new leader who believes in it, and extend the present fiscal arrangements until such time as the federal-provincial process has been given a chance to work on this issue.

Merci, madame le President. March 21 is the day on which the people of Afghanistan have traditionally celebrated the beginning of a new year. As that date approaches, we recall that Afghanistan was invaded by Soviet forces in December, 1979, an invasion condemned by the Government of Canada as a breach of the principles of the United Nations charter and a violation of the sovereignty, territorial integrity and independence of a United Nations member.

The House of Commons continues to be deeply distressed by the suffering and hardship which the Afghanistan people are experiencing under foreign occupation, including the bombing of innocent civilian populations, the destruction of the homes and the means of livelihood of these people. Therefore, I move, seconded by the hon. member for Saskatoon East (Mr. Ogle):

March 19, 1982

That this House, associating itself with the actions of other legislative bodies in the free world to draw attention to the continued defiance by the Soviet Union of the wishes of the international community, declare its intention to designate March 21, 1982, as Afghanistan Day, and that this designation express the determination of this House that continued international efforts must lead to the withdrawal of Soviet troops and the establishment of a fully independent and non-aligned Afghanistan, free from outside interference.
