Mr. Speaker, I understand the memorandum is one written by the minister to his political staff. As the House knows, each minister-and, indeed, the Leader of the Opposition and the Leader of the New Democratic Party-has persons called political people in their offices. It was his indication to them, I understand, that he wanted to achieve a high profile-and I believe he has done that.
