FEDERAL-PROVINCIAL RELATIONS COMPENSATION TO QUEBEC FOR REDUCED SALES TAX-MOTION UNDER S.O. 43

Mr. Speaker, under the provisions of Standing Order 43, I ask for the unanimous consent of the House to introduce a motion dealing with an urgent matter of national interest.

Considering that yesterday in the House the Prime Minister (Mr. Trudeau) officially undertook to give Quebec all the money to which it would be entitled under the original proposal made by the federal Minister of Finance (Mr. Chretien); considering that Quebec has already made its position clearly known on the matter, both in its counter-proposal to the federal proposal and in its negative reply to the subsequent arrangement suggested by the central government, and that it is now up to Ottawa to move one way or another; considering finally that this question is vital for Quebec and that its citizens can no longer remain indifferent to the settlement of this deadlock, I move, seconded by the hon. member for Brome-Missisquoi (Mr. Grafftey):

That the House unanimously urge the Minister of Finance to announce as soon as possible how he intends to render justice to Quebec and to accede to the unanimous wish of the provincial legislature.

Mr. Speaker, I rise under the provisions of Standing Order 43 to ask for the unanimous consent of the House to move a motion on a matter of urgent and pressing necessity.

Considering that the Prime Minister (Mr. Trudeau) has finally recognized the error made by his government concerning the refusal to compensate the government of Quebec for its selective sales tax cuts, and considering that the opposition and all parties in Quebec have urged the Prime Minister of Canada to put an end to his strategy of confrontation with Quebec, I move, seconded by the hon. member for Winnipeg North Centre (Mr. Knowles):

That the House request the Prime Minister to announce by next Friday his decision to refund the government of Quebec for its selective sales tax cuts because they are constitutionally and economically fair.

Mr. Speaker, I rise under the provisions of Standing Order 43 on a matter of urgent and pressing necessity. Whereas the realization and promise of solar energy is being observed and celebrated today in Canada and in over 40 countries around the world-

whereas setting aside one day to highlight all the solar energy utilization techniques would contribute to informing the general public, the industry and the labour force and to illustrating the possibilities of using the sun to satisfy the energy needs of our country-

-I move, seconded by the hon. member for Grenville-Carle-ton (Mr. Baker):

That this House agree, without debate, to acknowledge this day, May 3, 1978, as "Sun" day and thereby encourage the utilization of solar energy technologies so as to provide humanity with an abundant, economical, safe and environmentally compatible energy supply.
