Mr. Alexandre Cyr (Parliamentary Secretary to Minister of Public Works):

In so far as the Department of Public Works is concerned: This question cannot reasonably be answered as our records are not maintained to show the value of our holdings. We do have original cost data, but this generally would be a very poor measure of the market or replacement value of our holdings. To determine the market value would be an extremely costly and time consuming task as it would involve the individual appraisal of every building and property; including presumably marine structures and equipment.

On September 26, 1976, did five officers of the Quebec Unemployment Insurance Commission, wearing masks because allegedly they were afraid of being fired, submit documents to denounce certain methods of the UIC in Quebec, especially some guidelines signed by Mr. Robert Sanschagrin, Chief of Insurance Services in Quebec, providing that it is not necessary to indicate summons, form letters or other documents that a beneficiary must be able to speak one of the two official languages and, stating also that if a beneficiary who does not speak one of the languages would come without an interpreter, he would be considered uneligible under subsection 55(5) of the Act and, if so, have the guidelines been revoked since that time?

1. During a press conference held on September 26, 1976, did five agents of UIC wearing a hood, disclose the content of a guideline sent to all directors of UIC offices in Quebec by Mrs. Claire Duquette on behalf of the Head of Insurance, Mr. Robert Sanschagrin, which stipulated that hereafter, agents who used to phone the claimants under the ICE Programme to inquire about their availability before disqualifying them, should stop this practice immediately and disqualify without further ceremony any claimant who did not show for his ICE interview and, if so (a) is this guideline applied in other areas of Canada (b) has this practice been abolished (i) in Quebec (ii) elsewhere and, if so, on what date?

2. Since the month of April 1976, what percentage of this type of excluded claimants have regained their right to receive their allowances, for each month and in each area of Canada?

1. A

contract was awarded by the Department of Public Works to a contractor who was registered in New Westminster. He was to comply with Section 6 and obtain all necessary permits and certificates. We have subsequently discovered he did not comply technically with our contract clause. A provincial motor carrier license was not obtained.

2. To our knowledge, the contractor was not in breach of any law or regulations. He did not require a municipal permit because the move involved more than one municipality and he was exempt from a provincial license because the move was for the federal government.
