ROUTINE PROCEEDINGS

THE CANADIAN ECONOMY

PC

James Aloysius McGrath

Progressive Conservative

Mr. James A. McGrath (St. John's East):

Mr. Speaker, in view of the sharp increase in the price of food in today's consumer price index, showing a steady increase in food prices for the year, and given the fact that this situation will be seriously exacerbated by a continual drought, I move, seconded by the hon. member for Grenville-Carleton (Mr. Baker):

That the government implement a co-ordinated food policy as recommended by the Special Committee on Trends in Food Prices (1973), the chairman of the Food Prices Review Board, and the special interdepartmental committee known as the DM-10.

MANPOWER

PC

Elmer MacIntosh MacKay (Progressive Conservative Party Caucus Chair)

Progressive Conservative

Mr. Elmer M. MacKay (Central Nova):

Mr. Speaker, I rise on a matter of urgent and pressing necessity pursuant to the provisions of Standing Order 43. In view of the failure of the community employment strategy program to date to accomplish its objectives and the continuing need for measures to alleviate unemployment and in view of the high priority placed on the program by the former minister of manpower and immigration who said, on April 9, 1976 in Halifax, Nova Scotia, "anything goes for CES", I move, seconded by the hon. member for Fundy-Royal (Mr. Fairweather):

That the Minister of Manpower and Immigration reassess the community employment strategy program and expedite its imposition in view of the failure of this program to achieve its goals and to alleviate, in a meaningful way, the need for the creation of new jobs in distressed areas of the country.

PROPOSAL TO DENY GRANTS TO PLANNED PARENTHOOD ORGANIZATION-MOTION UNDER S.O. 43

PC

Dean Waldon Whiteway

Progressive Conservative

Mr. Dean Whiteway (Selkirk):

Mr. Speaker, I rise under the provisions of Standing Order 43 on a matter of extreme urgency and great importance. In light of the findings of the Badgley report that the organization known as Planned Parenthood is the leading abortion referral agency in Canada as stated at page 151 of the report, and that Planned Parenthood has had virtually no success in promoting responsible birth control, page 368, and that the majority of Canadians do not support the pro-abortion policies of Planned Parenthood, page 257, I move, seconded by the hon. member for St. John's East (Mr. McGrath):

[DOT] (mo)

That this House direct the Minister of National Health and Welfare to refrain from extending Canadian tax money to the organization known as Planned Parenthood.

REQUEST FOR STATEMENT TO ALLEVIATE CONCERN OVER BANNING OF SACCHARIN-MOTION UNDER S.O. 43

PC

Bruce Halliday

Progressive Conservative

Mr. Bruce Halliday (Oxford):

Mr. Speaker, I rise under the provisions of Standing Order 43 on a matter of urgent and pressing necessity. In view of the lack of direct evidence of any carcinogenic effects of saccharin on humans, in view of the general consternation among diabetics and others which the banning of saccharin will produce, and particularly in view of the statement on television this morning by a cardiologist in a New York coronary care unit that this ban will lead to alarming weight gains and increases in heart attacks among Americans and presumably among Canadians, I move, second-
