Mr. Speaker, 1 ask leave to move a motion on a matter of urgent and pressing necessity under the provisions of Standing Order 43. With federal spending up by 127 per cent in the past six years which has led to a 100 per cent growth in our money supply in the same period and to 55 per cent inflation while real growth was only 31.6 per cent, and with tourist activity especially in the nation's capital needing a stimulant, I move, seconded by the hon. member for Vancouver Quadra (Mr. Clarke):

That the offices of the Department of Finance and the Treasury Board in Ottawa be designated an international tourist site and be renamed Home of Canadian Inflation and that the new Bank of Canada building on Wellington Street be designated Inflation Factory No. 1 Printing Department, in the earnest hope that these two sites will become tourist attractions and perhaps shrines to the inflationary effect of reckless money creation, with morning tours to be conducted by the Prime Minister as a penance for his leading role in causing today's inflation.

PROPOSAL TO CURTAIL CIGARETTE SMOKING-MOTION UNDER

Mr. Stanley Knowles (Winnipeg North Centre):

Mr. Speaker, in view of the statement made yesterday by the Minister of National Health and Welfare to the effect that the smoking of cigarettes is more dangerous than the normal consumption of saccharin, especially in terms of causing cancer, and in view of the action taken by the Minister with respect to saccharin, I wish to present a motion under Standing Order 43. I therefore move, seconded by the hon. member for Nanaimo-Cowichan-The Islands (Mr. Douglas):

That this House calls on the Government to present to parliament a comprehensive program designed to curtail cigarette smoking in Canada, and that such a program include a ban on all cigarette advertising, adequate and visible health warnings on all cigarette packages, higher taxes on cigarettes containing high levels of tar or nicotine, and special measures to achieve a cleaner environment for all Canadians.

Mr. Speaker, pursuant to the terms of Standing Order 43, I request the unanimous consent of the House to present an important and urgent motion.

As it has now been proved that there never was any apprehended insurrection in October 1970; as parliament itself was misled by the authorities in power into accepting the War Measures Act; as proper answers were never given to my own questions in this House; as serious doubts still exist about the truth of the official versions concerning the death of Pierre Laporte; as the recent publication of Pierre Valli&res, entitled "L'execution de Pierre Laporte" and subtitled "Les dessous de l'operation essai" clearly indicate that the whole "October crisis", and especially the murder of Pierre Laporte, would seem to be, behind the scenes, the diabolic work of the Prime Minister and the federal government; as it is important that light be shed on this subject-

That this House request that an in-depth and impartial inquiry into the whole matter of the October crisis be set up, with a view, if necessary, to lifting the cloud of suspicions under which the Prime Minister and his government now stand because of the seriousness of the accusations contained in Vallieres' book, or to unmasking the real instigators of that infamous crisis.

Mr. Speaker, I, also, would move a motion under the provisions of Standing Order 43 on a matter of urgent and pressing necessity. I am sure it will commend itself to the Minister of Veterans Affairs (Mr. MacDonad). The mounting concern over the transfer of Westminster Hospital is exacerbated by confusing statements emanating from federal and provincial spokesmen relative to the status of transfer agreements, the allocation of beds, and the disposal of some 246 acres of valuable land. I therefore move, seconded by the hon. member for Lambton-Kent (Mr. Holmes):

That this House orders that the Minister of Veterans Affairs make a statement on motions within 48 hours outlining the present status of the transfer and outlining all relevant factors.
