Mr. Speaker, I have a similar motion to the last. Perhaps it will get a better reception. 1 move, seconded by the hon. member for Saint-Denis (Mr. Prud'homme):

That this House express its deepest sympathy for the people of Rumania who have suffered from a catastrophic earthquake and request the Canadian government to join with other countries in extending relief to the victims.

I propose that it not be debated at this time.

Mr. Speaker, pursuant to Standing Order 43, I rise to propose a motion on a matter of urgent and pressing necessity, part of which stems from my just completed visit to Tokyo where I had the opportunity to attend an extensive series of meetings with government officials, including members from both Houses of the Japanese Diet, and in particular the general director of the Japanese Small and Medium Enterprises Agency.

In view of the fact that the Japanese small business community is the leader among industrialized nations, primarily because of the aggressiveness of its government and its policies, while Canada's small firms sector continues to encounter a multitude of difficulties resulting in a record number of bankruptcies, 1 move, seconded by the hon. member for Edmonton Centre (Mr. Paproski):

That the Minister of State responsible for small business be instructed to introduce a small business act which would include the reduction of the existing bureaucratic activity and substitute further incentives to small business.
