Some months ago he indicated to the House that the publication of expropriation proceedings in the Canada Gazette would be taking place in the month of August. Can he explain to the House why this has not occurred and when it will occur?

reason it has not occurred-this is still the month of August and while it may be possible to do so I doubt we can get it in today-is that a tremendous number of legal searches of property titles have had to be carried out as well as the preparation of individual notices to these people. As soon as these are completed, which I hope will be in the near future, we will proceed.

Is the government permitting the Quebec roads department to build a highway and a bridge through Caughnawaga and Lachine even though I and the citizens of Lachine and Caughnawaga are against such a project-

I have a supplementary question for the Minister of Indian Affairs and Northern Development, but in his absence I will again direct it to the Prime Minister. It concerns the rejection of the request by Montreal, Lachine, and the Montreal urban community for the building of the Lachine canal park. Is the minister aware that no request was made to his department to reconstitute the park's historical characteristics, as the Minister of Indian Affairs and Northern Development continues to imply? All the people want is a canal that will be operational for pleasure craft.

Mr. Speaker, the references to Part V are references to the existing or older piece of legislation. The proclamation of the new bill will be proceeded with in due course. We are committed to conducting extensive consultations concerning the appointment of a new board with labour unions, with management and with parties knowledgeable in labour and industrial relations. Those consultations have now been concluded and the government is giving consideration to the appointment of a new board, which should precede proclamation.
