John (Jack) Davis (Minister of the Environment)

Liberal

Mr. Davis:

One of a series of meetings, the latest, occurred on that date. The company did agree to undertake some additional changes in its plans, but until we are

sure that all the necessary changes will be made we have no alternative but to take the action we did.

Mr. Lundrigan:

Perhaps the minister would like to take the time on motions-I am sure he would get the agreement of the House-to correct the very bad and wrong impression he gave the Canadian people right across the country and the cheap political stunt he pulled yesterday.

Mr. Speaker, I have a supplementary question for the Minister of the Environment. How long has the department been aware that the building plans of the Come-By-Chance refinery were inadequate so far as pollution control requirements are concerned?

They have not been adequate over the last 18 months during which we have had frequent meetings with the company. They have yet to be made adequate.

Mr. Davis:

We were always hopeful, even though the construction of the refinery was proceeding, that the company would see the light and that with the backing and indeed urging of the provincial government would make the necessary plans available to us at an early date.
