Mr. Speaker, I have the honour to present a petition containing the signatures of 31,000 Newfoundlanders praying that the government take the necessary action to restore rail passenger service in that province.

Mr. Speaker, I would like to table in French and English the Hague Convention for the Suppression of Unlawful Seizure of Aircraft and the Montreal Convention for the Suppression of Unlawful Acts against the Safety of Civil Aviation. Canada ratified these conventions this week.

Provided that routine proceedings shall be taken up at 2.00 p.m. and that government orders shall be taken up between 11.00 a.m. and 1.00 p.m.

Mr. Speaker, it is too bad that the Minister of Finance is not here so that he could receive similar applause.

I direct my question to the Acting Prime Minister. In view of the experience last night when billions of dollars in estimates were passed in a matter of hours and the experience of the last year and a half during which expenditures do not receive that attention which constitutionally should be given by the House of Commons, and it being now apparent the amended rules have proven to be detrimental to this institution-
