-answers are so irating that I think the comment was justified. In view of the obvious and utter failure of the government's policies and programs such as Opportunities for Youth, LIP and so on to have any affect on the level of unemployment in this country, may I ask whether any new policies are being prepared at least to meet the needs of our young people this summer so that their discouragement and frustration may be somewhat alleviated?

Mr. Speaker, may I then ask the minister this question. In view of the fact that the policies to date have not had the effect of reducing the seasonally adjusted numbers of unemployed, in view of the fact that the growth in the labour force has been a constant factor for many months, indeed, for some years, and, finally, in view of the fact that today is the last day of the budget debate, is the minister at last prepared to reconsider his policies and introduce today an over-all substantial personal income tax cut for the lower and middle-income groups in Canada so that aggregate demand may be increased immediately and the economy stimulated adequately?

Mr. Speaker, I have a supplementary question for the Prime Minister. Inasmuch as almost one year ago the Prime Minister indicated that the government was alarmed at the growing and continuing numbers of unemployed young people, and in view of the fact that some time ago he indicated there had been established an interdepartmental committee to look at the whole question of youth employment policies, can the Prime Minister indicate whether that committee will be reporting shortly or whether it has arrived at any specific decisions with regard to this very serious situation?

Mr. Speaker, I am not sure to which committee the hon. member is referring. I would have to look up the reference he has suggested. Obviously the government has taken steps with regard to young people in our employment programs. It is as a result of government initiative that we have the Opportunities for Youth and Local Initiatives Programs.

With regard to these various programs and the actual increase in youth unemployment that took place during the past month, will the Prime Minister and the government give consideration to reviewing their policies again with regard to the Opportunities for Youth program in view of the fact that so many projects were not accepted which might be immediately funded in order to stimulate a certain amount of increased youth employment where it is so desperately needed?
