Mr. Speaker:

Order, please. Obviously, we are not going to proceed very far on the basis of unanimity, and so I wonder if we might not proceed on motions, which is the item before the House now.

Mr. Lewis (York South):

Mr. Speaker, I rise on a point of order. I fully appreciate Your Honour's desire that we go on with the business of the House, but I do not think we can afford, nor is it proper or fair to let the minister get away with a canard, Mr. Speaker.

Mr. Speaker:

Order. Can we have order in the House? I wonder if I might not try to inquire if there is unanimous consent.

Mr. Andre Fortin (Lotbiniere):

Mr. Speaker, as to the proposal made by the minister who was speaking on behalf of the President of the Privy Council (Mr. MacEac-hen), I should like to say that we are sorry about the present situation in the House. Before the House disposes of this motion, hon. members on both sides should certainly stop politicizing on the backs of the members of this party.

Mr. Speaker:

Order. It seems to me that again we are not making much progress. It would be much simpler for hon. members to indicate clearly whether there is unanimous consent; otherwise, we shall proceed with motions.

This is exactly what I was about to suggest, Mr. Speaker. In a word, this is the situation: A government member has moved a motion under Standing Order 43.

Mr. Speaker:

Is the hon. member rising on a point of order?

I must ask if there is unanimous consent; if not, we will go on to motions. I do not think there is any point in a debate as proposed by the hon. member for Lotbiniere.

Mr. Fortin:

Mr. Speaker, I was trying to say that we agree to the five-hour debate suggestion as provided for in the Standing Orders. Such is our position, a fairly simple one. It was agreed to three times by the representatives of these parties and each time we have been had.

Mr. Speaker:

Order, please. The matter is getting slightly more complicated from moment to moment. Already 20 minutes have gone by since we resumed our work, and we still have not agreed on anything. My understanding is that the suggestion was made that the House pursue its sitting after the hour of adjournment for an undetermined period of time. The hon. member for Lotbiniere suggests that there would be-I apologize to the House. I am now told that five hours have been suggested by the minister.

Mr. Speaker:

May we have order, please! That is the suggestion on which the Chair has to inquire whether there is unanimous consent. Is there unanimous consent?
