Mr. Speaker, I would like to move a motion under Standing Order 43 on a matter of urgent and pressing necessity. Yesterday, Northern Electric in Montreal announced extensive lay-offs at its Laurentian Boulevard plant, including the transfer of 300 to 600 jobs to Ontario and other locations. With these lay-offs the total number of lay-offs during the past year by Northern Electric amounts to approximately 2,000 jobs. Consequently I move:

That the entire question of Northern Electric lay-offs in Montreal be referred to the Standing Committee of Labour, Manpower and Immigration for investigation and report.

Mr. Speaker, on behalf of the hon. member for Victoria who is presently attending a meeting of ships' pilots, may I say that the purpose of this bill is to ensure that foreign vessels using Canadian waters are subjected to the same construction standards as apply to Canadian-built vessels.
