With respect to Question Number 373 answered on November 30, 1970, could the government indicate, in light of the response, why the Public Records Section, Manuscript Division, Public Archives of Canada has indicated it will not allow access to such documentation and study papers i.e., The Atlantic Tidal Power Programming Board's Study Papers, until April, 1975?

2. Is there a conflict between Public Archives policy and the policy of the government with respect to these study papers and, if so (a) what is the nature of this apparent difference of opinion (b) can it be resolved so as to permit free access to the detailed documentation upon which the report of the Board dated October 31, 1969 and entitled "Feasibility of Tidal Power Development in the Bay of Fundy" was based?

Mr. Speaker, the Atlantic Tidal Power Programming Board recommended in its report that one copy of the records and supporting technical data and reports contained in its study office, following orderly assembly and indexing, be placed in the custody of the Public Archives of Canada to be made available to any of the subscribing governments, acting jointly or severally, in a future study of tidal power in the Bay of Fundy. This recommendation was concurred in by the government. It was considered that a five-year term of restricted access to this material was appropriate; and this term dates from April 1970, when the material was placed in the custody of the Public Archives.

The answer to the second part of the question is there is no conflict.

In so far as

the Canadian Dairy Commission is concerned, the answer is: 1. The Canadian Dairy Commission does not have knowledge of all sales of dairy herds producing industrial milk. It has knowledge only of such sales with respect to which an application for the reallocation of the subsidy quotas is received.

2. From April 1 to December 11, 1970, subsidy quotas were reallocated to 3,050 parties following the purchase by them of all or part of the dairy herd of a quota holder.

3. Nil.

4. 5 and 6. To extract and compile from the individual applications the details requested would require some 700 man hours. The Commission does not have the necessary staff for this purpose.

7. The total amount of quota reallocated was 8,758,290 pounds of butterfat.
