Mr. Knowles (Winnipeg North Centre):

Mr. Speaker, now that there is agreement on the part of all parties in the House to the principle of a guaranteed annual income, I feel that there is urgent and pressing necessity that this fact be reflected in the government white paper on social security that is shortly to be presented. I therefore move, seconded by the hon. member for York South (Mr. Lewis):

That this House urges the government to Include in its white paper on social security, to be presented shortly, a definite provision for a guaranteed annual income for all Canadians.

Mr. Speaker:

The hon. member, who knows the rules so well, has himself indicated that for this motion to be put at this time would require the unanimous consent of the House. I have to inquire whether there is universal agreement among all hon. members.
