Mr. Howard (Skeena):

Mr. Speaker, in spite of the fact that in September of 1969 the Prime Minister rejected the idea of Indians having hereditary or aboriginal rights, Parliament unanimously recognized one aspect of such rights during the last session when it amended the Fisheries Act to provide that the right of Indians to harvest marine plants for food would not be infringed upon. This bill seeks a further and similar declaration by Parliament and asks Parliament to recognize the hereditary and aboriginal rights of the Indians to catch fish for food.
