Mr. Speaker:
Order, please. The hon. member will also have to come back at ten o'clock for his supplementary.
Mr. J. M. Forreslall (Darlmoulh-Halifax Easl): My question is directed to the Minister of Energy, Mines and Resources. Can the minister indicate when the house can anticipate the governments' receiving the feasibility study of Minas Basin tidal power and whether this report might be made public in whole or in part before we adjourn for the summer recess?
Hon. J. J. Green (Minister of Energy, Mines and Resources):
Mr. Speaker, I have no immediate information as to when the report will be ready, but I will undertake to make that available to the hon. member as soon as possible.
Mr. Barry Mather (Surrey):
I wish to address a question to the Minister of Transport. Bearing in mind the fact several hon.
Inquiries of the Ministry members yesterday asked questions dealing with the important issue of highway and motor vehicle safety in various aspects, will the minister undertake to make an early statement as to what the federal department is doing with regard to this important matter?
Hon. Donald C. Jamieson (Minister of Transport):
Yes, Mr. Speaker. Such a statement is now being prepared and I will be glad to deliver it just as quickly as possible.
Mr. Adrien Lambert (Bellechasse):
Mr. Speaker, I do not know whether I am violating the rules in asking this question, but in any case, I shall try to comply with them.

Now, I would very much like him to explain why the purpose of the Canadian Dairy Commission is defined in the 1969-70 Estimates in this way:
This program's objective is to encourage a strong dairy production of high quality and, in this way, to increase the income of the dairy producers.
Mr. Speaker:
Order.
Mr. Lambert (Bellechasse):
And I explain myself.
Mr. Speaker:
Order. If the hon. member wants to know if his question may be allowed, he should ask his question.
Mr. Lambert (Bellechasse):
Thank you, Mr. Speaker. Here is my question: How can we reconcile the minister's answer and the dairy policy of the government with the purpose of the Canadian Dairy Commission?
Contradiction.
Mr. Speaker:
It seems to me that the hon. member has stated an argument, and in this sense his question or his argument may not be allowed.
Mr. Jack Marshall (Humber-St. George's-Si. Barbe):
My question is for the Postmaster General. Has the minister considered appeals
