Mr. Speaker, I should like to direct a question to the Minister of National Health and Welfare. Is he now in a position to answer the question I asked yesterday in his absence? If I may summarize it briefly, it is as follows. Will the government give consideration to proposing an amendment to the Old Age Security Act to make it possible for the cost of living increase in pensions to reflect the full amount of the cost of living increase rather than being limited to 2 per cent in any one year?

Could the hon. minister tell us whether the Treasury Board has approved an expenditure of about $40 million to allow the Canadian Broadcasting Corporation to continue the work on Place Radio-Canada in Montreal?

My question is in two parts, Mr. Speaker. First, has the Treasury Board already approved the expenditure and, if so, what amount has been approved?
