On a point of order, I am simply asking under what authority the regulation was passed since the act itself is not in effect.

ask the Prime Minister, when he discusses this matter with the minister of manpower, to call attention to the fact that the impact of this regulation falls largely on new immigrants, and that this seems to be inconsistent with the terms of the white paper.

supplementary question. In view of the fact that the minister of education of the province of Ontario has made a strong protest in this regard, stating that some 7,000 people under this program will be seriously affected, I should like to join with the hon. member for Burnaby-Coquitlam in strongly requesting-

I think your wish will be observed, Mr. Speaker. I should like to ask the Prime Minister whether he will be good enough to discuss with the minister of manpower the possibility of tabling a copy of the regulation and the authority under which it was passed.

he or anyone in the government has expressed any regret or made any protest in connection with the most recent and most dangerous escalation of this war by the bombing inside the territory of Haiphong.

No, Mr. Speaker, I have made no protest, nor would I even consider doing so until I had detailed information as to the nature of this particular operation.
