Mr. Speaker, this a proposed amendment to section 366 of the Criminal Code which is intended to make peaceful picketing by any numbers lawful, and to make clear that picketers may also seek to persuade others to assist them in their cause in the case of a strike, rather than merely conveying information.

4. For the purpose of forming the council, five zones were designated in the province of British Columbia with one representative to be elected by the band councils in each zone. The Yukon Territory was also designated as a zone with one representative elected by the Band councils in the Territory. In addition, each of the two major Indian associations in British Columbia was asked to appoint a representative to the council. The ninth member of the council is chosen by the Indian homemakers' clubs in the province.
