It is not a question that need concern the minister yet. I refer to page 11324 of Hansard for December 18 last where the minister agreed to table certain orders in council which I note are available by the return filed yesterday but which have not yet been tabled. Would the minister cause them to be tabled? Also on December 18, as found on page 11321 of Hansard, the minister took a question of mine as notice. Would he refer to that page and perhaps answer the question tomorrow?

Mr. Speaker, before I ask my question I should like to say something further on the question of privilege raised by the hon. member for Cape Breton South. During the last two days members in this area have been getting up and down trying to catch your attention. I was wondering whether as a result of someone tinkering with these lights, a blind spot had been created here. My colleague in front of me got up so many times he had to go out and change his suit. I

waited until the very end, Mr. Speaker, so you could not miss me, and I have an accumulation of questions now.

I should like to address my question to the Minister of Trade and Commerce. Is the minister aware that the Canadian wheat board, in some cases, has charged interest on cash advances on farm stored wheat, even though the repayment of these advances was not in default? If this has been done, under what authority and under what conditions is the board allowed to do this?

I should like to direct a question to the Minister of Northern Affairs and National Resources. In view of the fact that the very urgently needed $36 million flood control scheme for metro Toronto is stalled until additional funds can be obtained from the provincial and federal governments, I wonder if any federal funds for this project have been requested? If so, what was the government's response?
