Mr. Maclnnis:

If this is what the minister and those who drafted the bill meant, why did they not say so? If they covered staff and persons in clause 13, why did they not say "services of organizations and consulting

firms"? It seems to me that there is a loophole in the provision. I do not think the amendment is going to interfere in any way with the intent of the minister with regard to organizations or consulting firms. He does not mention anywhere in clause 13 technically qualified persons such as economists and so on.
