Mr. Speaker, I have tabled the budget papers in connection with the budget which I hope to present tomorrow evening. In keeping with past practice and for the convenience of the house and that of subscribers to Hansard, may I move that the budget papers be published as an appendix to today's Votes and Proceedings and as an appendix to tomorrow's Hansard.

As this is the first occasion that I have to table the report under the Atlantic Provinces Power Development Act I think I should mention it in the house, because there have been a number of questions asking when this report would be available. I am now tabling the report along with two agreements signed with the provinces of Nova Scotia and New Brunswick. These agreements are attached to the annual report now tabled.

Mr. Speaker, I wish to direct a question to the Minister of Northern Affairs and National Resources. In view of the fact that the power agreements with New Brunswick and Nova Scotia have now been tabled, would the minister comment on the statement made in Fredericton on June 11, and reported by the Canadian Press on June 12, by the chairman of the New Brunswick Electric Power Commission, which reads as follows:

No agreement has yet been completed with the federal government with regard to the Saint John thermal plant. The agreement is still under study and being prepared.
