Mr. Speaker, I have also had under study for some time the matter of the ferry service between Portugal Cove and Bell island in Newfoundland, as the result of representations made to me by the hon. member for St. John's West and the hon. member for St. John's East.

I have come to the conclusion that there is a strong need for a new and modern ferry vessel to operate in this service for the transportation of passengers, motor cars and merchandise. Moreover, it would appear that provision of a new vessel of this sort, adequate for the needs of the service, is beyond the financial capabilities of the present operator of the ferry.

It has also been brought to my attention that considerable care needs to be taken in the design of a new vessel to ensure that it

can operate under the very difficult weather and ice conditions that may be experienced from time to time between the mainland and the island, and that the provision of a vessel suitable to cope with the rough weather and winter conditions would do a great deal to improve the regularity and efficiency of the service.

Accordingly I have obtained the authority of the federal government to proceed with the construction of a completely new ferry suitable for this operation. Special studies of the conditions involved will be made by my department, and we would propose to call for tenders for construction as soon as design plans and specifications for the vessel have been completed. It is my expectation, in this connection, that we should be able to call for tenders in the spring.

During the period of design and construction officials of my department and of the Canadian maritime commission will be giving further attention to the question of how the service could be best provided by this new vessel and what arrangements should be made with regard to its operation. Meanwhile, in view of the considerable interest of the provincial government of Newfoundland in this matter, I have informed them of the intention of the federal government to proceed along the foregoing lines and have asked for their full co-operation.

Mr. Speaker, since we took office I have spent considerable time in discussions with officials of the Canadian National Railways and officials of my department trying to unwind the almost inextricable web that has been wound around the William Carson and its operations, and I hope one of these days to have straightened out the mess into which they got that unfortunate vessel.
