I heard the hon. member waxing eloquent and speaking loudly and with all due regard for him I must say that every time I hear him speaking loudly I know that his case is almost lost. The hon. member knew that this bill was an improvement on his. He realized that it meant stability. As a farmer he knows there is nothing the Canadian farmers need more than stability.
I have farmed all my life as did my parents and grandparents and I think I farm with relative efficiency. I am not going to say that I farm as efficiently as I would like to but I am still farming a lot of acres and I leave it to you to draw your own conclusions. If I were too inefficient in my operations I would lose acres. My farming experience has taught me that there is nothing as important to the farmer as stability of prices. When

Agricultural Products-Price Stabilization a farmer has his stock ready for market and learns that the price has dropped 50 per cent it is a heartbreaking experience. When the taxes are due and the buyers come in and offer him five cents a pound less for beef or some other product it is a soul-sickening ordeal for both the farmer and his wife.
What is being proposed now is that the farmer will have at least an 80 per cent guarantee as a minimum. The maximum can be 100 per cent or it can be more. The former minister of agriculture knows as well as he knows he is a prominent member of the Liberal party that you cannot have a sound agricultural policy without flexibility such as is provided in this bill. He emphasized the flexibility existing in 1944. My hon. friends to his left would recklessly suggest that we should have 100 per cent guaranteed parity. I have heard my hon. friends to my right and my hon. friends in the far corner on the other side of the house say that the Prime Minister had at some time in the past talked about parity. Certainly he talked about parity but at no time did he say that he stood for 100 per cent parity as a fixed principle.
