Mr. Stanley Knowles (Winnipeg North Centre) moved

for leave to introduce Bill No. 2, to provide for annual vacations with pay for employees.

He said: Mr. Speaker, the purpose of this bill is to provide for two weeks' annual vacation with pay after one year's service for all employees who come under federal labour jurisdiction. This bill is exactly the same as the one I have introduced on former occasions and which has had the support of hon. members opposite when it came to a vote. I trust if there is a government bill in the same field it will be at least as good as this one.

Mr. Speaker, the purpose of this bill is to provide that all employees in Canada who come under federal labour jurisdiction shall receive their regular pay for at least eight statutory holidays each year without having to work on those holidays. It also makes provision for overtime rates of pay for any employees who are required to work on statutory holidays.

Mr. Speaker, the purpose of this bill is to establish a minimum rate of wages with respect to all employees in Canada who come under federal labour jurisdiction. This bill provides that such minimum rate of wages shall be $1 per hour. The bill also provides that its terms do not affect any employees whose rate of wages is higher than the minimum established by this legislation. However, any rate of wages less favourable to employees than $1 per hour is superseded by this bill.

Mr. Speaker, the purpose of this bill is to add a new subsection 3 to section 6 of the Industrial Relations and Disputes Investigation Act, otherwise known as the national labour code. The effect of this new subsection is to provide for the voluntary revocable check-off of trade union dues.

Mr. Speaker, the purpose of this bill, which is similar to one which I have presented in former sessions, is to make provision for the privilege of voting at advance polls in federal elections to be extended to any qualified elector who finds that he will be absent from his polling division on the ordinary polling day for any reason whatsoever.
