Mr. Speaker, speaking in the house on July 18 of last year on the defence estimates, I stated that it was my intention with respect to the future to combine the annual report of the department and the defence white paper into a single publication, at a considerable saving in labour and money, and to make it available in the early spring of each year for the previous calendar year.

This new type of report on defence has now been completed for 1956 and was tabled today. Copies in English are now available for members at the distribution office, and the French version will be available shortly.

I should like to direct a question to the Minister of Agriculture. Owing to the almost prohibitive

Inquiries of the Ministry cost of fertilizers delivered to the farmers of eastern Quebec and the maritime provinces, a situation which is partly due to recent freight rate increases, would the minister consider a subsidy to cover the transportation costs of fertilizers purchased by farmers?

Right Hon, J. G. Gardiner (Minister of Agriculture): We have been giving consideration to the matter, Mr. Speaker, but I am afraid we are not in a position to take action before dissolution of parliament. We have not the full information with regard to the matter.
