I am not a shorthand writer and I just jotted down a few brief notes but I believe the minister said that new hospitals are planned and are needed all across Canada. That statement means absolutely nothing. Then the minister concluded this stupendous announcement of his by saying that studies are continuing with regard to what may be done in connection with this very special problem involving the limited number of people in the Northwest Territories.

I submit that everything the minister has said constitutes in effect an insult to the intelligence of hon. members of this house and is an insult to the people in the Northwest Territories and the Yukon. I would once more ask the minister to disregard any prepared statement and basing his answers on the information in his possession, if any, answer the two questions I have asked.

What exactly is the position of the Northwest Territories and the Yukon with regard to this health insurance bill and are these two territories to be included under the terms of the legislation? I would also like him to tell me what would be the position of the white people in these territories in the matter of contributions.

If the Minister of Northern Affairs and National Resources is asking me that question I must say I am surprised because he of all people should know the difference. He is the minister of northern affairs and presumably knows something about conditions in that area.

I will tell him that the difference is this: At the present time the Indians and Eskimos in the territories are the full responsibility of the federal government as far as health is concerned. They are already being given a certain amount of treatment. Whenever they are hospitalized it is entirely at the expense of the federal government. That is what constitutes the difference between them and the white people in the territories as far as the question of health is concerned.

The Minister of Northern Affairs and National Resources might like to get up in this house and indulge in a certain amount of cant but apparently as far as the actual situation is concerned as his remarks indicate everybody but he is aware that the Eskimos and Indians resident there are the full responsibility of the federal government as far as health is concerned. That is what constitutes the difference between them and the white people in these territories in relation to the bill we are considering.

I wonder if I could receive from the Minister of National Health and Welfare a direct answer to the specific questions which I have raised and which he has not answered.
