May I point out to hon. members that the basis of the first motion of the hon. member for Kamloops was that two or more members had risen to speak. That occurrence took place before we rose at six o'clock. I cannot possibly entertain another motion to the same effect at this time, as I do recognize the right hon. Minister of Trade and Commerce. Therefore I will not accept this motion, and so rule.

Mr. Speaker resumed the chair, and the chairman of the committee made the following report:

In the committee of the whole, when it was considering Bill No. 298, an act to establish the Northern Ontario Pipe Line Crown Corporation, Mr. Drew raised a point of order to the effect that a motion proposed by Mr. Fulton that the Minister of Citizenship and Immigration be now heard must be put from the chair.

I ruled that I could not entertain the motion in view of the fact that a previous motion of the hon. member had decided the question as to who should now be heard. Whereupon Mr. Fulton appealed to the house from the ruling of the Chair.

Mr. Speaker put the question as follows:
