Mr. Chairman, on a point of order, the motion that has been made is a motion which is certainly in order. The Minister of Citizenship and Immigration was on his feet to speak as every hon. member in this house has a right to be; therefore the motion that he be now heard is in order and should be entertained.

I shall do so very quickly, and I hope my report will be satisfactory to hon. members of the committee if it is appealed. Standing order 29 reads as follows:

When two or more members rise to speak, Mr. Speaker calls upon the member who first rose in his place.

The moment I recognized the right hon. Minister of Trade and Commerce was before we rose at six o'clock, and I can assure hon. members that the Minister of Citizenship and Immigration was not on his feet at that time. Therefore I must rule against the point of order taken by the Leader of the Opposition.

There is no point of order; there is a motion. My first motion was that the Leader of the Opposition be now heard, and that motion was rejected by the committee. I then rose on a point of order, you received that point of order and ruled against it, and there was an appeal to the house. That was an intermediate proceeding. Therefore it is in order to make a further motion that a member be now heard. After that intermediate proceeding the Minister of Trade and Commerce rose, as also did the Minister of Citizenship and Immigration, who wrestled with the Minister of Trade and Commerce for the floor. I accordingly then moved that the Minister of Citizenship and Immigration be now heard. It is not a point of order, it is a motion which you must put to the committee. You have no option.
