On a point of order, Mr. Speaker; this is something new, I think, that is creeping into our procedure, whereby we require the consent or authority of the provinces, in this case British Columbia. I feel it is merely a courtesy and I believe the remarks of the ministers, in case they create a precedent, should be so worded.

Speaking to the point of order, I would say that it would be most embarrassing to the government of British Columbia to allow me to have the production of these papers. If we continue this practice,

some members might be refused by the provinces in connection with things that we should have at our disposal.
