NATIONAL CAPITAL PLAN

TABLING OF TRAFFIC AND TRANSPORTATION PLAN FOR OTTAWA

LIB

Louis Stephen St-Laurent (Prime Minister; President of the Privy Council)

Liberal

Right Hon. L. S. Si. Laurent (Prime Minister):

Mr. Speaker, I would like to table a document entitled "Traffic and Transportation Plan for Ottawa, Canada", prepared by Wilbur Smith and associates for the city of Ottawa. This is not a government document, but it is one of interest to the federal district commission, whose estimates will be considered today. I thought it might be of interest to some members of the house, and it would be convenient to have it as a document that could be referred to. For that reason I would ask leave to table it at this time.

J. G. Léopold Langlois (Parliamentary Assistant to the Minister of Transport)

Liberal

Mr. Langlois (Gaspe):

The Canadian

National Railways advise as follows:

1. The contracts that were in existence between the Canadian National Railways and R. F. Welch on March 29, 1955, when the president made a statement on this matter to the sessional committee on railways and shipping, have been cancelled. At that time the president also stated that general tenders would be called if it proved in the interests of the railway to do so. Since then

(a) two contracts for work covering ballasting, surfacing and rail-laying have been awarded after tenders were called for;

(b) three contracts have been entered into involving specialized kinds of off-track work, such as rock scaling, quarry operations, installation of rock tunnels, etc. These three contracts are of a different character because they cover risks requiring specialized skills or new line construction and this work has

not been claimed to be part of the normal maintenance of way work or competitive therewith.

2. Under 1 (a): Ballasting and surfacing- 743 miles; rail-laying-294 miles;

Under 1 (b): 64 miles new line construction.

3 and 4. These are matters that concern the contractor himself and the management has no information.
