Amendment agreed to. This is how standing order 51 came about. In 1915 a notice of motion was opposed by Hon. Mr. Reid, who was then minister of customs, and as found at page 611 of Hansard of March 3 he said: It has not been the custom of the department to bring down papers of this kind; they are always treated as confidential. Sir Wilfrid Laurier was then in the opposition, and he rose and said: If there is objection to the motion it should be transferred to notices of motion for discussion when it comes up again.

This is the way that standing order 51 was interpreted in those days, and that is the reason why earlier in the session I made certain appeals to hon. members. I did so because I think that we have got away from the practice intended in those days, which practice was followed almost consistently until about 1935, I believe.

It is reported by the Canadian Press that, according to the Alberta provincial minister of highways, no further work will be done on the new route of the trans-Canada highway west of Calgary until a final agreement is made with the Indians of the Stony Indian reserve. Is the minister aware of this situation and would he care to make any comment?

Yes, Mr. Speaker, I am aware of the situation. The route tentatively chosen by the government of Alberta was through the Morley reserve of the Stony Indians. The minister responsible, the Hon. Mr. Taylor, spoke to me and we have had an exchange of correspondence. I have also discussed the matter with my colleague, the Minister of Citizenship and Immigration. There have been negotiations conducted between the band council and the provincial government, all with the knowledge and approval of the officials of the Department of Citizenship and Immigration. The last report I had from Mr. Taylor was to the effect that negotiations were proceeding satisfactorily. I have had nothing since that.
